政府は、人から人へと感染する新型の鳥インフルエンザの発生を想定した訓練を来年１月にも実施する。韓国で強毒型の鳥インフルエンザが発生したことも踏まえ、国内対策を強化するのが目的だ。厚生労働省、総務省消防庁など関係１９省庁と共に、都道府県などの地方自治体が参加する初の大規模訓練となる。
訓練は、海外で鳥インフルエンザウイルスが人への大規模流行を引き起こす新型インフルエンザに変異し、感染した患者が日本帰国後に発症したとの想定で実施する。内閣官房が作成した「感染症の専門家らを感染地域に急派する」などのシナリオに沿って、関係省庁と自治体が所管する対策を講じる。省庁と自治体の連絡体制などに問題点がないかどうかも確認する。患者の搬送、患者の発生場所の封じ込めなどの訓練を行うことも検討している。
政府が策定している「新型インフルエンザ行動計画」では、新型インフルエンザが日本に上陸した場合、ワクチンなどが開発されていなければ死亡者は最悪で約６４万人に達する可能性があるという。
